It particularly refers to anti-war and peace statements made during the Russo-Japanese War. In 1903, as diplomatic relations between Japan and Russia became tense, Kuroiwa Ruiko, Kotoku Shusui, Sakai Toshihiko, and Uchimura Kanzo of the Ideal Group, which was based in the Manchōhō newspaper, advocated non-war. Later, when Kuroiwa switched to being pro-war, the three left the company, while Kotoku and Sakai founded the Heiminsha and published the Heimin Shimbun, voicing anti-war sentiments from a socialist standpoint.
