Higurashi Suzuri - Higurashi Suzuri
A book of government policy from the mid-Edo period. It is said to have been written by Masakata Baba, but the author is unclear. It is a written record of the deeds of Mokko Onda, a chief retainer of the Matsushiro domain in Shinshu, during the rule of the 9th shogun, Ieshige Tokugawa. It gives a good portrayal of a politician who loved the people, conducted politics with sincerity, and brilliantly restored the domain's finances.
