During the Tang and Song dynasties in China, settlements (fangshi) for foreigners (banjin) were established in Guangzhou, Quanzhou, and other areas where foreign trade was conducted. The banjin were Persians and Arabs. Banbo were not located within the city walls, but were mainly established outside the city walls to facilitate trade. There was an office called Banchoshi, and a chief called Bancho or Tobancho managed the affairs and invited foreign merchants from overseas. The chief was a virtuous man appointed by the government from among the foreign residents, and was entrusted with trying minor crimes, so the banbo had a kind of extraterritoriality.
