Ilbert Bill

In 1883, Advocate General C. Ilbert presented a bill to the Council of the Viceroy of India, Ripon. It sought to alleviate some of the discrimination against Indians by Europeans in India, and would have allowed Indian judges to try Europeans at the district level for criminal offences only. However, it faced fierce opposition from the Europeans, and the Viceroy withdrew the bill the following year. This incident stirred up the nationalistic sentiments of Indians, who were reminded of the intensity of racial discrimination, and made them strongly aware of the need for a nationwide and sustained organisational movement, which led to the founding of the Indian National Congress in 1885.

1883年、インド総督リポンの参事会に法務委員C・イルバートIlbertが提出した法案。インドでのヨーロッパ人の対インド人差別に一定の緩和を加えるべく、刑事犯に限り県レベルでインド人判事がヨーロッパ人を裁判できるとした。しかしヨーロッパ人側の猛烈な反対運動にあい、総督は翌年廃案とした。この事件は、人種差別の激しさを改めて知らされたインド人の民族的感情を刺激し、全国的かつ継続的組織運動の必要性を強く認識させ、1885年の国民会議派設立の糸口となった。
