In Edo, lower-ranking shogunate retainers, such as vassals, were allowed to build tenements within the bestowed mansions given to them, have townspeople live there, and collect rent. During the Kanbun to Genroku period (1661-1704), there were many applications to build town houses on the bestowed land given to lower-ranking shogunate retainers, such as the armored police officers, black hoemen, shogunate personnel, storehouse officers, Iga people, and cleaners, which were given to them as a group. The rice allowance given to these lower-ranking shogunate retainers was not enough to support their livelihood, so the shogunate had no choice but to allow the conversion of the bestowed land into town houses. 江戸で,御家人など下級の幕臣に与えられた拝領屋敷内に長屋を建て,町方の者を居住させ,賃貸料を取ることを認められたもの。幕府の具足同心,黒鍬方,小人方,納戸同心,伊賀者,掃除者といった下級幕臣が組単位で一括して与えられた拝領地に,町家作をしたいとの願い出が多くなったのは寛文~元禄期(1661‐1704)であった。これら下級幕臣に与えられる扶持米では生活を維持できないため,幕府は拝領地の町屋敷化を認めざるをえなかった。
