The permissible amount of pollutants emitted from businesses such as factories and automobiles. Standard values ​​are set by the Air Pollution Control Act and the Water Pollution Control Act. The Air Pollution Control Act sets standards for dust, soot, sulfur oxides, nitrogen oxides, etc., while the Water Pollution Control Act sets standards for cadmium, lead, mercury, cyanide, etc. Prefectural governors are given the authority to set additional standards that can set stricter standards depending on local conditions, as well as additional standards that add regulated items.

工場などの事業所や自動車などから排出される汚染物質の許容量．大気汚染防止法，水質汚濁防止法などにより基準値が定められている．大気汚染防止法では，粉じん，ばいじんから硫黄酸化物，窒素酸化物などが，水質汚濁防止法ではカドミウム，鉛，水銀，シアンなどの基準値が制定されている．この基準値には，地域の実情に応じて，より厳しい基準を設定することができる上乗せ基準や，規制項目を追加する横出し基準の設定権限が都道府県知事に与えられている．
