A national institute established in December 1981 in the Tsukuba Agricultural and Forestry Research Complex by incorporating all of the former Agricultural Experiment Stations, as well as the management divisions of other research stations and laboratories. In order to maintain and strengthen food self-sufficiency in the long term, the traditional research and testing system, which was divided into specialized fields, is insufficient. Taking advantage of the benefits of concentrating and strengthening each research institute in the Tsukuba Agricultural and Forestry Research Complex, the main mission of the institute is to establish a new comprehensive technology system using the advanced technologies developed by each specialized research institute. At the same time, however, it also has a function of conducting specialized research on cultivation techniques and a function of conducting research on regional areas, and its research activities are roughly as follows:

旧農事試験場の全部および他の試験場，研究所の経営部門を編入し1981年12月に筑波の農林研究団地に設立された国立機関。長期的に食糧自給力の維持･強化を図っていくためには，従来の専門領域ごとに分化した試験研究体制では不十分であり，筑波農林研究団地への各試験研究機関の集中強化の利点を生かし，各専門試験研究機関で開発された高度な技術を素材として，新しい総合技術体系を確立することを最大の任務としている。しかしそれと同時に，耕種技術に関する専門的な試験研究機能と地域対応の試験研究機能を併せもっており，その試験研究業務はおおむね次のようになっている。
