The remaining portion of the premiums for the Employee's Pension Insurance and the National Pension Insurance that has not been used to pay pensions is set aside as a reserve fund. The profits from the investment are used to pay future pensions, to prevent future generations from being overburdened. Previously, the entire amount was deposited in the former Ministry of Finance's Fund Management Department and managed in an integrated manner, while the Pension Welfare Service Corporation borrowed a portion of it and invested it in the market. However, with the reform of the Fiscal Investment and Loan Program in 2000, the Pension Fund Management Fund was established in fiscal 2001, and the Minister of Health, Labour and Welfare managed it directly. In 2006, the Government Pension Investment Fund Management Corporation was established, and the chairman of the corporation decided on the investment policy. The total amount of the reserve fund was about 150 trillion yen at the end of fiscal 2005. The investment performance was a surplus of 8.6811 trillion yen, the highest ever. The total amount, including the investment performance of 1.15 trillion yen from the Fiscal Investment and Loan Program, was 9.8311 trillion yen. The corporation's cumulative profit and loss was 8.4697 trillion yen, and its financial situation has improved significantly. In March 2003, the Pension Fund Management Subcommittee of the Social Security Council issued a statement of opinion stating that it would be appropriate to continue to diversify investments by combining stocks and bonds. Deposits in the Fiscal Investment and Loan Program will be fully repaid in fiscal 2008.

厚生年金と国民年金の保険料のうち年金の支払いに充てられた残りの部分で、積立金として積み立てられた資金のこと。その運用益を今後の年金給付に充てることで、将来世代の負担が過大にならないようにしている。以前は、全額が旧大蔵省の資金運用部に預託され統合運用されると同時に、年金福祉事業団がその一部を借り入れて市場運用していた。しかし2000年の財政投融資制度改革で、01年度に年金資金運用基金が設立され、厚生労働大臣が直接運用する仕組みになった。06年には年金積立金管理運用独立法人が創設され、法人の理事長が運用方針を決めることになった。積立金の総額は、05年度末で約150兆円。運用実績は8兆6811億円の黒字で過去最高。財政投融資資金預託分の運用実績1兆1500億円を合わせた総額は9兆8311億円だった。同独立法人の累積損益はプラス8兆4697億円で、財政状況は大きく好転した。社会保障審議会の年金資金運用分科会は03年3月、今後も株式と債券を組み合わせた分散投資が妥当との意見書を出した。財政投融資資金への預託金は08年度に全額償還される。
