It has been interpreted as a type of immediate enforcement, but there are cases in which the use of force is unacceptable, and recent academic theory distinguishes such cases as administrative investigations from immediate enforcement. An example is tax investigations. (2) An investigation by an administrative body that is not directly related to a specific administrative decision and is carried out for the purposes of formulating policies and ensuring proper administrative management. It involves the collection of data, analysis of data, and the establishment of standards based on that data.
