A treaty on fundamental laws governing relations between Japan and the Soviet Union, signed in Beijing on January 20, 1925 (Taisho 14). Under this treaty, the two countries re-established diplomatic and consular relations that had been severed since the 1917 revolution, and confirmed that the Treaty of Portsmouth of 1905 (Meiji 38), concluded at the end of the Russo-Japanese War, would remain in full force. In addition, under Protocol A of the same treaty, Japan promised to withdraw its troops, which were occupying North Sakhalin (Karafuto) at the time, by May 15, 1925, and under Protocol B of the same treaty, the Soviet Union promised to grant Japan the rights to develop oil fields in North Sakhalin. Fearing that the establishment of diplomatic relations between Japan and the Soviet Union would lead to the spread of communism, Japan had a clause added to the treaty stating that it would not do anything that would endanger order and peace, and enacted the Peace Preservation Law within the country.
