Tomoichi Inoue

A Home Ministry bureaucrat who contributed to relief and social work administration. Doctor of Law. Born in Kanazawa, Ishikawa Prefecture. After graduating from the Faculty of Law at the University of Tokyo, he joined the Home Ministry and was mainly in charge of local administration. In 1900 (Meiji 33), he attended the International Conference of Public and Private Relief Works held in Paris, and inspected relief works in various countries. He played a key role in promoting social work administration within the Home Ministry, including local improvement projects and holding seminars on reform and relief work. After serving as Director of the Shrine Bureau, he became Governor of Tokyo Prefecture in 1915 (Taisho 4). During the intensification of social problems at the time, the storm and flood of 1917, and especially the rice riots of 1918, he promoted economic protection projects such as public markets, simple restaurants, and cheap sales of daily necessities. Although he was an enlightened bureaucrat, he always took a position opposed to the principle of public relief obligation. His main work, "Outline of the Relief System," is known as a masterpiece.

救済・社会事業行政に貢献した内務官僚。法学博士。石川県金沢市に生まれる。東京大学法科卒業後、内務省に入り、主として地方行政を担当。1900年(明治33)にパリで開催された万国公私救済事業会議に出席、各国の救済事業を視察した。地方改良の諸事業、感化救済事業講習会の開催など、社会事業行政への内務省における推進役として働いた。神社局長などを経て、1915年(大正4)に東京府知事となった。当時の社会問題の激化、1917年の風水害、とくに1918年の米騒動にあたっては公設市場、簡易食堂、日用品の廉売など経済保護事業を促進した。開明的な官僚であったが、公的救助義務主義に終始反対する立場をとった。主著『救済制度要義』は名著として知られる。
