One of the litigation agencies of the Muromachi Shogunate. Its role is assumed to have been to remedy errors in litigation, and it is thought to have inherited the Kamakura Shogunate's system of solicitation and internal appeals. It is believed to have already existed around 1347 (Shohei 2/Teiwa 3), but there is very little evidence of its activities. The head at the time is presumed to have been Nakajo Akifusa, who was a member of the Hyojoshu, and it is known that at least during this period, Uhitsu Bugyonin Iio Saburozaemonnojo was the Naisou Bugyo. 室町幕府の訴訟処理機関の一つ。その役割は訴訟処理の過誤を救済することにあると推測され,鎌倉幕府の奏事・内訴の制度を継承したものではないかと考えられている。1347年(正平2∥貞和3)ころにはすでに存在したと思われるが,その活動の証跡はきわめて乏しい。当時の頭人は評定衆であった中条挙房と推定され,少なくともこの時期には右筆奉行人飯尾三郎左衛門尉が内奏奉行であったことが知られる。おそらく,頭人および数人の右筆奉行人を擁する機関であったのだろう。
