The four to five years immediately following World War II when countries other than the United States were short of dollars as an international means of settlement. In an international society governed by the principles of a market economy, a country's balance of payments is determined essentially by the total amount of receipts and payments resulting from voluntary transactions of goods and services and capital between individual economic entities in that country and those in other countries. A deficit in this sense can be achieved by a country drawing down its existing external reserves or by receiving receipts to make up for the deficit without going through the market.

第2次大戦直後の4～5年間，アメリカ以外の国が国際的決済手段としてのドルに不足していた状況のこと。市場経済の原則が支配している国際社会において，一国の国際収支の状況は，基本的にはその国の個別経済主体と外国のそれとの間に自発的に行われる財とサービスの取引および資本のやりとりによって生じる受取り，支払の集計額によって定まる。この意味での国際収支が赤字であるという状況は，その国が以前から保有している対外準備を取り崩すことにより，あるいは市場を経由することなしにこの赤字分を補う受取りを得ることによって可能となる。
