A notification is a notification of a certain fact to an administrative agency. Among so-called public law acts of private individuals, an application is a legal act that requests the state or a public organization to take action, while a notification is a quasi-legal act that expresses an idea or recognition. A notification system is one in which the occurrence of certain legal effects is dependent on such a notification. Examples include the notification system for collective demonstrations under the Public Security Ordinance and the notification marriage system, which is a type of civil marriage system. The former is contrasted with the permission system, which requires an application and permission based on that application as a prerequisite for collective demonstrations, and the latter with a system that requires the intention to marry to be expressed in front of a civil registration official or the like.

届け出とは，行政庁に対してある事実を通知することをいう。いわゆる私人の公法的行為のなかでも，申請が国または公共団体の行為の発動を要求する法律行為であるのに対し，届け出は観念ないし認識の表示であって準法律行為である。届出制とは，一定の法的効果の発生をこのような通知にかからしめたものであって，たとえば，公安条例における集団示威運動の届出制，民事婚主義の一種である届け出婚主義などがその例である。前者は申請およびそれに基づく許可を集団示威運動をするための要件とする許可主義と，後者は身分登録吏などの面前で婚姻の意思表示をすることを要求する制度と対比される。
