A daily newspaper founded in Tokyo on March 18, 1881 (Meiji 14) with Saionji Kinmochi, who had returned from France, as president. Nakae Chomin was editor-in-chief and the newspaper sought to promote the cause of freedom and equality based on French ideology, and its employees included Matsuda Masahisa, Aida Masafumi, Matsuzawa Kyusaku, and Hayashi Masaaki. However, at the height of the Freedom and People's Rights Movement, Sanjo Sanetomi, Iwakura Tomomi, and others feared the social impact of Saionji, the head of a Seiga (a family of nobles), presiding over a newspaper, and on April 8, by imperial decree of Emperor Meiji, had Saionji withdraw from the newspaper. Matsuzawa was charged with a crime for distributing a manifesto about this incident, and the paper eventually ceased publication with its 34th issue on April 30th, with the editorial "The Toyo Jiyu Shimbun is overthrown."
