Generally speaking, it is a relatively new concept, and refers to measures to legally regulate the content of information circulating in society, the technical standards of communication media, and economic conditions, etc., based on certain objectives and ideals. Political power has always had a strong interest in the content and nature of information circulating in society, and has attempted to eliminate anti-authority information (censorship) and manipulate public opinion. This can also be considered a communication policy, and in that sense, the history of communication policy can be said to be as old as political power.

一般的にいえば,一定の目的・理念のもとに,社会に流通する情報の内容,伝達媒体の技術的基準や経済的条件等を法制度的に秩序づける諸方策であり,比較的新しい概念である。政治権力は元来,社会に流通する情報の内容や性質に強い関心をもち,反権力的な情報の排除(言論統制)や,世論操作に意を用いてきた。これもコミュニケーション政策といえなくはなく,その意味ではコミュニケーション政策の歴史は政治権力とともに古いといえる。
