When rain continues, children will perform a talisman by rolling up white cloth to make a doll without eyes, a nose, or a mouth, and hang it from the eaves. It is accompanied by a chant such as, "Teru teru bozu, teru bozu, let's have sunny weather tomorrow." In China, there was a custom of making a female doll called a sousei joyou when praying for rain, and praying for clear skies. In Japan, during the Edo period, "teru teru hoshi" (fairy tigers) were made by ordinary people, and are characterized by their shaved heads. The Kiyu Shoran records that if the rain stops after hanging up the "teru teru hoshi," they will give it eyes, a nose, and a mouth and hold a festival.

雨天がつづくと,子供がまじないとして,白い布を丸めて,目鼻口のない人形を作り,軒先につるす。〈てるてる坊主,てる坊主,あした天気になあーれ〉という唱え文句も伴っている。中国には掃晴娘(そうせいじよう)と称する女の人形を雨乞いのときに作って,晴天を祈る風習があった。日本では,江戸時代に民間で〈てるてる法師〉が作られ,坊主頭にその特徴がある。《嬉遊笑覧》には,〈てるてる法師〉をつるして,もし雨がやめば,目鼻口をつけてお祭りすると記している。
