This law was enacted in 1892 and specifies the railway lines that should be constructed in Japan in the future. While the Tokaido Main Line between Shinbashi and Kobe was completed by the Meiji government in 1889, railway construction was actively carried out in various places with private funds in place of the government's financial difficulties, but some railways were in financial difficulty and wanted the government to buy them up. In July 1891, Inoue Masaru, the Director-General of the Railway Agency, proposed the "Conference on Railway Strategy," and the government solidified its basic policy of buying up private railways to form a trunk railway network. 日本に将来建設すべき鉄道路線を定めた法律で,1892年に制定された。1889年に新橋~神戸間の東海道本線が明治政府の手によって完成する一方で,財源難の政府に代わって民間資金による鉄道建設が各地で盛んに行われたが,経営不振で政府に買上げを望むところもあった。鉄道庁長官井上勝が91年7月〈鉄道政略ニ関スル議〉を建議し,政府も民営鉄道を買い上げて幹線鉄道網を形成する基本方針を固めた。そこで92年6月,鉄道敷設法を制定し,鉄道建設の基本法とした。
