Japanese orphans left behind in China

The existence of Japanese orphans remaining in China is deeply connected to the Fifteen Year War that began in 1931, and in particular to Japan's policy of aggression on the continent known as the "foundation of Manchukuo," and the Manchuria-Mongolia Development Plan that was part of that policy. The Manchuria-Mongolia Development Plan, which was passed by the Imperial Diet in August 1932 under the initiative of the Kwantung Army, went through a trial period of initial armed immigration, and in 1936 the Hirota Koki Cabinet fully implemented a 20-year immigration plan for one million households. Over 1,000 pioneer groups were sent from all over the country, mainly to the "Soviet-Manchuria border," and by 1945 the number was said to have reached approximately 310,000.

中国残留日本人孤児の存在は1931年に始まった十五年戦争，とりわけ〈満州国建国〉という名の日本の大陸侵略政策，そのなかに位置づけられた満蒙開拓計画と深く結びついている。32年8月，関東軍主導のもと帝国議会を通過した満蒙開拓計画は，初期武装移民の試験期を経て，36年広田弘毅内閣による20ヵ年100万戸の移民計画へと本格化した。全国から1000余の開拓団が主として〈ソ満国境〉方面に送り出され，45年までにおよそ31万人に達したと言われている。
