In the early Meiji period, various groups were formed in various regions for various purposes. Local samurai, wealthy farmers, and intellectuals formed voluntary associations that went beyond the traditional territorial and blood-based groups, with various aims, such as the study of new knowledge and new ideas, mutual aid, improvements in life and industry, and political movements, including demands for local autonomy and participation in national politics. These were a proactive response by the people to the period of social change from the mid-1870s to the 1880s, such as reforms, modernization, and the promotion of industry and industry, and provided the organizational foundation for the Freedom and People's Rights Movement in particular.
