It was officially called Lord Durham's Report on the Affairs of British North America and was published in two volumes in England in 1839. It was written by J. G. L. Durham, who was sent to North America in 1838 as the Governor of British North America to investigate the rebellions that occurred in Upper and Lower Canada in 1837, and is one of the most important documents in the history of Canada. Durham was in North America for about five months, during which time he met and traveled energetically, and wrote this excellent report. The significance of this report is said to lie in the three recommendations it made in its conclusion: it recommended that the British government grant responsible government to Canada, that the British government not interfere in the affairs of the colonies, that Upper and Lower Canada be united, and that French Canadians be assimilated into British Canadians. Based on his report, the British government united the two Canadas through the Act of Union in 1840 and realized responsible government in 1848, but it was ultimately unsuccessful in assimilating French Canadians.

正式には『イギリス領北アメリカ問題に関するダラム卿の報告書』 Lord Durham's Report on the Affairs of British North Americaといい，1839年イギリスで2巻本として刊行された。これは 37年にアッパーカナダとローアーカナダで起った反乱の調査のため，38年イギリス領北アメリカ植民地総督として派遣された J.G.L.ダラム (伯)が著わしたもので，カナダ史上最も重要な文献の一つである。ダラムは，約5ヵ月北アメリカにあったがその間精力的に人と会い，旅行し，このすぐれた報告書を書上げた。この報告書の意義は，結論としてあげられた3つの勧告にあるといわれる。すなわちイギリス政府に対し，カナダに責任政府を認めること，イギリス本国は植民地に属する事柄に干渉しないこと，アッパーおよびローアーカナダを統合し，フランス系カナダ人をイギリス系カナダ人に同化吸収させることを勧告した。イギリス政府は彼の報告に基づき，40年の連合法により両カナダを統合し，48年には責任政府を実現させたが，フランス系カナダ人の同化吸収にはついに成功しなかった。
