Gold notes issued by the Meiji government in May 1868 (Keio 4). They were the first government paper currency. They were proposed by councilor Yuri Kimimasa. In order to overcome the weakening of the government's financial base in the early Meiji period, they were proposed and approved along with the procurement of 3 million ryo for the accounting fund, and consisted of five denominations: 10 ryo, 5 ryo, 1 ryo, 1 bu, and 1 shu. As they were also used to raise funds for the Boshin War, more than 28 million ryo were issued by the end of 1868 as inconvertible paper currency with no specie reserve. This careless issuance of paper currency, combined with the immaturity of the government's credit, made it difficult to circulate the currency, and became a diplomatic issue. The total amount issued was more than 48 million ryo, and by November 1879 (Meiji 12), most of the notes had been exchanged for new paper currency and collected.
