Gold notes issued by the Meiji government in May 1868 (Keio 4). They were the first government paper currency. They were proposed by councilor Yuri Kimimasa. In order to overcome the weakening of the government's financial base in the early Meiji period, they were proposed and approved along with the procurement of 3 million ryo for the accounting fund, and consisted of five denominations: 10 ryo, 5 ryo, 1 ryo, 1 bu, and 1 shu. As they were also used to raise funds for the Boshin War, more than 28 million ryo were issued by the end of 1868 as inconvertible paper currency with no specie reserve. This careless issuance of paper currency, combined with the immaturity of the government's credit, made it difficult to circulate the currency, and became a diplomatic issue. The total amount issued was more than 48 million ryo, and by November 1879 (Meiji 12), most of the notes had been exchanged for new paper currency and collected.

1868年(慶応4)5月、維新政府より発行された金札。政府紙幣の最初のもの。参与由利公正(ゆりきみまさ)の建議による。明治初年における政府の財政基盤の弱体化を克服するため、会計基立金300万両調達と並んで建議、裁可されたもので、十両、五両、一両、一分、一朱の5種からなる。戊辰(ぼしん)戦争の戦費調達とも重なり、正貨準備のない不換紙幣として68年末までに2800万両余も発行された。この放漫な紙幣発行は、政府信用の未成熟とも相まって、その流通を困難にし外交問題ともなった。発行総額は4800万両余で、79年(明治12)11月までにおもに新紙幣と交換、回収された。
