Dropout - University

It refers to a student or pupil losing their status as a pupil or pupil at a school before completing all of the school's courses and graduating. The authority to authorise or order expulsion lies with the principal at high schools, and with the president at universities after a discussion with the faculty council (Articles 26, 94 and 144 of the Enforcement Regulations of the School Education Act). Expulsion can be for personal reasons, as a disciplinary measure or for non-payment of tuition fees.

There are the following cases of dropping out of public compulsory education schools: (1) When a student who has been attending school outside the school district drops out to attend a school in the district where the student resides, (2) when a school-age student becomes visually impaired or otherwise drops out to attend a special needs school, (3) when a student is granted a deferral or exemption from compulsory education, such as being admitted to a children's independence support facility or juvenile prison, or (4) when a student drops out to attend a school in a foreign country.

学校に在学する学生・生徒等が、その学校の全課程を修了して卒業する前に、その学生・生徒等としての身分を失うことをいう。退学を許可または命令する権限は、高等学校では校長、大学においては教授会の議を経て学長に属する（学校教育法施行規則26条、94条、144条）。退学には、自己都合による退学、懲戒処分としての退学、また授業料滞納による退学がある。

　公立の義務教育諸学校における退学には次のような場合がある。(1)区域外就学をしていた児童生徒がその学校を退学して住所地の学校に就学する場合、(2)在学中の学齢児童生徒が、視覚障害者等になり、退学して特別支援学校に就学する場合、(3)児童自立支援施設・少年院への入院など就学義務の猶予・免除を受けた場合、(4)外国にある学校などに入るために退学する場合。
