1575‐1653? Spanish jurist. After studying law at the University of Salamanca, he went to Peru in 1609 as a prosecutor (oidor) for the Audiencia of Lima, where he stayed until 1627. During his stay in Lima, he began writing his Latin treatise "Investigations into the Laws of the Indies" (Part 1, 1629; Part 2, 1639), a vast and excellent work on laws and systems related to the Indies. He translated it into Spanish himself, and gave it the title "Discourse on the Policy of the Indies."
