Spanish jurist. After studying law at the University of Salamanca, he went to Peru in 1609 as a prosecutor (oidor) for the Audiencia of Lima, where he stayed until 1627. During his stay in Lima, he began writing his Latin treatise "Investigations into the Laws of the Indies" (Part 1, 1629; Part 2, 1639), a vast and excellent work on laws and systems related to the Indies. He translated it into Spanish himself, and gave it the title "Discourse on the Policy of the Indies." This work is a valuable resource for understanding Spain's policy towards the Indies up until the 17th century.

スペイン人法学者。サラマンカ大学で法律を学んだのち，1609年リマのアウディエンシアの聴訴官(オイドール)としてペルーへ赴き，27年まで滞在。リマ滞在中に起筆したラテン語による《インディアス法研究》(第1部1629，第2部1639)はインディアス関係の法令や諸制度に関する膨大かつ優れた著作で，自らスペイン語訳を行い，表題は《インディアス政策論》とされた。同書は17世紀までのスペインの対インディアス政策を知るうえで貴重な資料である。
