German Lutheran canon lawyer. He studied at the University of Rostock, and in 1870 became an assistant professor at the University of Göttingen and a professor at the University of Freiburg. He taught general German law and canon law at the University of Strasbourg in 1872 and at the University of Leipzig in 1887. In response to the development of canon law from the end of the 19th century, he argued that the legal restrictions on the church contradicted the true nature of the church, and that the spiritually free life of the early church before it was institutionalized was the true church's way of life. This argument has also influenced modern theology. His main works are "Das Verhältnis von Staat und Kirche" (1873) and "Institution Geschichte und System der römischen Privatrechts" (84).
