A hatamoto (samurai) of the early Edo period and Edo town magistrate. Nicknamed Juzo and title of Sakon no Shogen, his father was Ishitani Kiyosada, a former retainer of the Imagawa clan, and his mother was the daughter of a certain Kushima Yohei, also a former retainer of the Imagawa clan. He served Tokugawa Hidetada and was a member of the Oban. He participated in the Siege of Osaka. In 1633 he became a metsuke (police inspector) and was given an additional 1000 koku of rice, giving him a fief of 1500 koku. In 1634 he went to the Shimabara Rebellion as a deputy envoy for the envoy Itakura Shigemasa, and was seriously injured during the general attack on Hara Castle in January of the following year. Shigemasa was killed in battle and the general attack failed, and he took responsibility for this and temporarily retired to seclusion. In 1651 he was appointed Edo town magistrate, and during the Keian Incident he captured Marubashi Tadaya. From then on he devoted himself to measures against ronin, and is said to have arranged for many of them to be appointed to government posts.

江戸前期の旗本,江戸の町奉行。通称は十蔵,官職名は左近将監,父は今川氏の旧臣石谷清定,母は同じく今川氏旧臣の久嶋与平某の娘。徳川秀忠に出仕,大番に属す。大坂の陣に従軍。寛永10(1633)年目付となり,1000石の加増を得て1500石を知行。14年島原の乱のとき上使板倉重昌の副使として現地へ赴き,翌年1月の原城総攻撃の際に重傷を負う。重昌は戦死し総攻撃は失敗,その責任をとって一時逼塞。慶安4(1651)年江戸の町奉行に就任,慶安の変では丸橋忠弥を捕らえた。以後牢人対策に心をくだき,数多くの牢人の任官の世話に当たったという。
