A government ordinance issued in 1948 based on a letter from MacArthur to Prime Minister Ashida Kinuki. In response to the shift in the postwar democratization policy of the occupying forces, this ordinance deprived public servants of the right to collective bargaining and the right to strike, while retaining only the right to organize, which had previously been guaranteed the three labor rights by the constitution.
