Youth House - Seinen no Ie

In a broad sense, it refers to all social education facilities aimed primarily at young people, including urban youth centers (urban youth houses), but in a narrow sense, it refers to residential youth education facilities. In 1958 (Showa 33), the Ministry of Education (now the Ministry of Education, Culture, Sports, Science and Technology) used this name when it subsidized public outdoor education facilities and industrial education facilities, but after the National Central Youth House was established in Gotemba City at the foot of Mount Fuji the following year, it came to be considered an institution for the healthy development of young people through group residential training. Initially, it was positioned as a facility used mainly by working young people, but in the 1970s it opened its doors to young people still in school, and thereafter the majority of its users were still in school, mainly high school students. In the case of high school students, it was often used by the whole school.

In 2001, the national facilities became the National Youth House, an independent administrative institution. In 2006, together with the National Youth Nature House and others, they came under the management of the National Youth Education Promotion Organization, becoming the National Youth Exchange House, which plans and implements educational programs centered on exchange experiences for young people. In addition to sponsored events, there are also hosting events based on the plans of user groups. Many youth associations in local areas use these facilities for their own independent meetings and discussions as youth halls. The National Youth Nature House has also been changed to the National Youth Nature House. In fiscal year 2008, there were 13 National Youth Exchange Houses and 14 National Youth Nature Houses, and together with the National Olympics Memorial Youth Center, they were used by 4.87 million people. There are approximately 700 public youth education facilities nationwide.

広義には、都市にある青年センター(都市型青年の家)などを含めて青年を主対象とする社会教育施設全体をさしたが、狭義には宿泊型の青少年教育施設をさした。1958年(昭和33)に、文部省(現文部科学省)が公立の野外教育施設と産業教育施設の補助を行う際にこの名称を用いたが、翌年富士山麓(さんろく)の御殿場(ごてんば)市に国立中央青年の家が設置されてから、団体宿泊訓練を通じて健全な青少年の育成を図るための機関と考えられるようになる。当初は、主として勤労青年の利用する施設として位置づけられていたが、1970年代に入るころから在学青年にも門戸を開き、その後高校生を中心とした在学青年の利用が大半を占めるようになる。高校生の場合、学校ぐるみの利用が多かった。

 2001年(平成13)には、国立の施設は独立行政法人国立青年の家になった。2006年には国立少年自然の家などとともに独立行政法人国立青少年教育振興機構の運営する施設となり、国立青少年交流の家となって、青少年を対象に交流体験を中心とした教育プログラムの企画・実施を行っている。主催事業のほか、利用団体の計画に基づいて実施する受入れ事業がある。地域における青年団の自主的な集会・討議の場としては、青年会館と称するものが多い。国立少年自然の家も国立青少年自然の家へと変わっている。2008年度には、国立青少年交流の家は13、国立青少年自然の家は14あって、国立オリンピック記念青少年総合センターと合わせて487万人の利用があった。公立青少年教育施設は全国に約700ある。
