Legitimacy, as a political term, refers to the validity of political rule as legitimate rule. Political rule cannot ensure its stability through naked violence or coercion alone. To maintain stable rule, it requires the willingness to obey and consent of the ruled. Legitimacy, as the basis for accepting rule as legitimate, procures this willingness and consent. Max Weber listed three types of legitimate rule: traditional rule, charismatic rule, and legitimate rule, but these are distinctions based on the types of beliefs people have that the ruling order is legitimate, and do not represent a normative evaluation of the ruling order itself.

政治的用語としての正当(統)性は，政治的支配がもつところの正当な支配としてのその妥当性のことをいう。政治的支配はむきだしの暴力や強制だけによっては，その安定性を確保することはできない。この支配を安定して維持していくには，被支配者の側からの〈服従への意欲〉や同意を必要とする。こうした意欲や同意を調達してくれるのが，支配を正当なものとして受け入れさせる根拠としての正当性である。M.ウェーバーは正当的支配の3類型として伝統的支配，カリスマ的支配，合法的支配をあげたが，これらは支配秩序が正当であるとする人々の信念の類型による区別であって，支配秩序そのものの規範的評価を表すものではない。
