The post-World War II world began with the goal of perfecting the human world by spreading and establishing the ideals of Western modernity throughout the world and modernizing endlessly toward that goal. Furthermore, it was assumed that the process of achieving this goal would be practiced through democracy. Based on this value system, both liberal and socialist democracy could assert themselves as truer democracies as models of reference for the emerging nations of the Third World. In this case, political development was considered to be the process by which humans and their societies move from traditional societies to modern societies. 第2次大戦後の世界は,西欧近代の理念を全世界に拡大し定着し,それに向けて限りなく近代化していくことで人間の世界を完成することを起点とした。さらに,その完成への過程は民主主義によって実践される,ということが前提とされていた。その価値観に立つ限り,自由主義型民主主義も社会主義型のそれも,第三世界の新興諸国に対する準拠モデルとして,それぞれがより真なる民主主義として自己主張をなしえたのである。その場合,人間とその社会が,伝統的社会から近代的社会に接近していく過程を政治発展と考えていたのだった。
