The Ordinance for the Control of Printing and Publishing was issued by Queen Elizabeth I at the Star Chambers on June 23, 1586. It is a typical example of absolute monarchy-style censorship legislation. It used the printing and publishing guilds (Stationers' Companies) as its hands and feet, restricted the number of printing presses and apprentices, and established a system of prior censorship mainly run by the Church of England. A revised ordinance was issued in 1637 with more detailed provisions, which made censorship more effective, but the ordinance was an obstacle to the development of the printing and publishing industry, and the resulting severe suppression of heresy and dissenting opinions led to an accumulation of discontent and anger as a symbol of oppression.

エリザベス1世が1586年6月23日，星室裁判所に出させた印刷･出版取締りの条令。絶対王政型言論統制法規の典型。印刷･出版のギルド(ステーショナーズ･カンパニー)を手足に使い，印刷機台数，徒弟数などを制限，国教会の機構を主にした事前検閲システムを規定する。1637年に諸規定をより精細にした改正条令が出され，言論統制に実効をあげるが，印刷･出版業の発展にとってこの条令は足かせとなり，それによる異端，反対意見の厳しい抑圧は，圧制のシンボルとして不満，怒りを集積させた。
