PCC is a self-regulatory body in the UK that handles specific complaints from newspaper readers. It receives and investigates the complaint, judges it against its principles, which include accurate reporting based on facts and the protection of privacy, and issues recommendations to the media and publishes the results. It was established in January 1991, succeeding the Press Council, which was established in 1953. It is a self-regulatory body and therefore has no legal power. In response to public fears that the concentration of newspaper ownership was distorting reporting and suppressing the expression of diversity of opinion, based on the experiences before and during World War II, the UK government established the Royal Commission on the Press within Parliament in 1946 and conducted a thorough investigation of the newspaper industry. 新聞読者からの具体的な苦情の処理を行うイギリスの自主規制機関。略称PCC。苦情を受け,それについての調査を行ったうえで,事実にもとづいた正確な報道・プライバシーの保護などをうたった綱領に照らして判定し,当該メディアに対する勧告,結果の公表を行う。1953年発足の新聞評議会Press Councilの後を受け,91年1月に発足した。自主規制機関であり,したがって法的強制力はない。 第2次世界大戦前,戦中の経験から,新聞所有の集中化が報道を歪め,意見の多様性表現を抑圧しつつあると恐れる世論に答えて,イギリス政府は1946年,議会内部に〈新聞に関する王立委員会〉を設け,新聞界についての徹底的な調査を行った。
