A town in Kabato County, central Hokkaido. The Sapporo-Numazu Line runs through the long, narrow plain of the Ishikari River basin. Rice is the main crop, but the town also grows vegetables and raises beef cattle. The Shintotsukawa Dam is located upstream of the Tokutomi River, a tributary of the Ishikari River.
