A Chinese legal scholar in the late Qing Dynasty. Usually called "Xin Kahon." His courtesy name was Zi Dun and his pen name was Qi. He was from Wuxing County, Zhejiang Province. In 1883 (the 9th year of the Guangxu period), he became a Jinshi. After serving as the prefect of the Tianqing government and other positions, he became a Shilang in the Ministry of Justice (later the Ministry of Law). In 1902 (the 28th year of the Guangxu period), he was appointed Minister of Revision of Law, and thereafter he enthusiastically promoted the compilation of modern legal codes, including civil, commercial, and criminal codes, and civil and criminal procedure codes, but this did not come to fruition due to the fall of the Qing Dynasty. In particular, in the field of criminal law, he drafted a new criminal code, the "Da Qing Jingliu Draft," with the help of his Japanese advisor, Okada Tomotaro. On the other hand, he also compiled the emergency legislation, the "Great Qing Current Criminal Law" (1910 = Xuantong 2). As an outstanding legal scholar, he left behind many writings, including his main collection of works, "The Last Letters of Professor Shen Jishuan," volumes A and B, and many other valuable works for the study of Chinese legal history.

中国、清(しん)末の法学者。普通「しんかほん」という。字(あざな)は子惇(しじゅん)。号は寄簃(きい)。浙江(せっこう)省呉興県の人。1883年(光緒9)、進士。天清知府などを経て刑部(けいぶ)(のちに法部)侍郎に至る。1902年(光緒28)、修訂法律大臣に補され、以後、民・商・刑法、民事・刑事訴訟法など近代的法典編纂(へんさん)の企画を鋭意推進したが、清朝滅亡により実を結ばなかった。とくに刑法の分野では、日本人顧問岡田朝太郎(ともたろう)の協力の下に、新式の刑法典『大清刑律草案』を起草している。また他方で、応急的立法たる『大清現行刑律』(1910=宣統2)をも纂修した。優れた法学者として多数の著述を残し、主たる著作集『沈寄簃先生遺書』甲・乙編のほか、中国法制史研究上貴重なものが多い。
