Personnel Order - Shikiinryo

Japanese: 職員令 - しきいんりょう

This was one of the government reforms at the beginning of the Meiji era. It was enacted in July 1869, and was a fundamental reform of the central administrative structure based on the Constitution of 1868 (Meiji 1). While the Constitution of 1868 was radical, the Personnel Law, which had a strong sense of restoration, was based mainly on the old system of the Taiho Code, with regard to official ranks and positions. The Dajokan replaced the administrative officials as the central government organ, and above it was placed the Jingikan, headed by the Minister of Jingi, following the coexistence of the two offices in the Taiho Code. The Dajokan was appointed to one left and one right minister, who assisted the Emperor and were to manage the government of the emperor.

明治初年の官制改革の一つ。1868年(明治1)の政体書による中央行政機構を根本的に改めて，69年7月に制定された。政体書の内容が急進的であったのに対し，復古の色彩の濃い職員令は，官位職制を主として大宝律令の古制にならっている。太政官は行政官に代わって政府の中枢機関となり，その上に神祇伯を長とする神祇官を置き，大宝律令の二官併存にならった。太政官には左右大臣各1人が置かれ，天皇を補佐し，大政を総理するものとされた。
