During the Edo period, rice was stored in the castles of the Shogunate and fudai daimyo. It began as military rice stored in castles by Sengoku daimyo in preparation for emergencies, and during the reign of Toyotomi Hideyoshi, a castle rice magistrate was in office. In the first half of the 17th century, the Edo Shogunate provided fudai daimyo with rice as annual tax payment from the Shogunate, forcing them to store rice. It was managed by the castle lord, and was passed down along with the castle's weapons even when the lord changed. It was mainly allocated in the Kanto, Tokai, and Kinai regions, taking into consideration the need to send it to Edo or Osaka in the event of an emergency. Initially, it had a strong military character, but in the later stages, it was used to supplement the Shogunate's finances, such as for famine relief and to regulate rice prices, and it came to be called "Goyomai."
