It refers to all adjustment disorders in developing children that are caused by factors other than low intellectual ability. It includes neurosis, psychiatric illness, autism, social behavior disorders due to withdrawal, and even delinquency. It is not a medical disease or disability name, but a concept in welfare and educational administration, and was first listed as a regulation for children who should be accommodated in short-term treatment facilities for emotionally disturbed children established in 1961 under the Child Welfare Act.

発達途上の児童の適応障害のうち，知的能力の低さ以外に起因するもの全般をさしていう。神経症，精神病，自閉症，また引込み思案などによる社会行動の障害，さらに非行なども含まれる。医学的な病名や障害名ではなく，福祉行政，教育行政面での概念で，1961年に児童福祉法により情緒障害児短期治療施設が設けられた際に，そこに収容されるべき児童の規定としてあげられたことに始まる。
