Kazue Katsuta

Kazue Katsuta

A finance bureaucrat and politician during the Meiji and Taisho periods. Born in Matsuyama, Iyo Province (Ehime Prefecture) on September 15, 1869. After graduating from the Faculty of Law at the Imperial University, he joined the Ministry of Finance, serving in various positions including Director of the National Bond Settlement Bureau and Director of the Financial Bureau. In 1914 (Taisho 3), he retired as Vice Minister of Finance and became an Imperially appointed member of the House of Peers. He served as President of the Bank of Korea from 1915 to 1916. In October 1916, he became Vice Minister of Finance under the Terauchi Masatake cabinet, and then Minister of Finance in December of the same year. Taking advantage of the economic boom and accumulation of foreign currency during World War I, he implemented an active fiscal policy and planned and realised investment in China (the Nishihara Loan). He served as Minister of Finance in the Kiyoura Keigo Cabinet in January 1924, and as Minister of Education in the Tanaka Giichi Cabinet from May 1928. He was friends with Masaoka Shiki in his youth, and enjoyed haiku poetry as a hobby. He died on October 10, 1948.

明治・大正期の大蔵官僚、政治家。明治2年9月15日伊予(いよ)国(愛媛県)松山に生まれる。帝国大学法科大学卒業後、大蔵省に入り、国債整理局長、理財局長などを歴任し、1914年(大正3)大蔵次官で退官、貴族院勅選議員となる。1915~1916年朝鮮銀行総裁。1916年10月寺内正毅(まさたけ)内閣のもとで大蔵次官、ついで同年12月大蔵大臣に就任、第一次世界大戦中の好況と外貨蓄積を背景に、積極財政を展開し、対中国投資(西原借款)を企画、実現した。さらに1924年1月に清浦奎吾(きようらけいご)内閣の蔵相、また1928年(昭和3)5月からは田中義一(たなかぎいち)内閣の文相を務めた。若いころ正岡子規(まさおかしき)と交わり、俳句を趣味とした。昭和23年10月10日没。
