漁業を生計とする者をいう。家族単位の小経営を行うものと,漁業会社あるいは網元などに雇用されるものの二者に分れる。後者の場合,さらに漁期ごとに雇用される季節労働者的存在と,遠洋漁業従事者のように年間を通じて同一経営に雇用されるものの2つがあり,大規模な経営のなかにあっては,多くの場合漁民も近代的な労働協約に基づいた賃金労働者の形態を強くしてきているが,その雇用形態,労働条件にはなお前近代的な面も少からず残されている。
