This is a legal code that amends or supplements the Ritsuryo Code, succeeding the "Kōnin Code". It is unclear when the compilation began, but it was at least before 863 (the 5th year of the Jōgan era). The Code was compiled by Fujiwara no Ujimune, Minamibuchi no Toshina, Oe no Otondo, Sugawara no Koreyoshi, Kino Yasuo, Okasuga no Yasunaga, Furumichinaga, Yamada Hiromune, and the Kaku Code was compiled by these people, who established the Sen Code Office and compiled it. The kaku were compiled into a total of 12 volumes consisting of revisions and additions to the "Kōnin Kaku," 10 volumes for each government office and 2 volumes of temporary kaku, which were presented on April 13, 869, and came into effect on September 7 of the same year. The shiki were also compiled into 20 volumes for each government office, presented on August 25, 871, and came into effect on October 22 of the same year. The kaku were used in conjunction with the "Kōnin Kaku," and the shiki was also compiled by collecting and compiling only the revised and expanded parts of the "Kōnin Shiki" rather than completely abolishing it, so both were used in conjunction.
