When politics is run by the upper echelons of the ruling class, i.e. the court nobility and high-ranking bureaucrats, factional divisions often occur and conspiracies lead to a change in the person in charge of government. This is called a palace revolution. Note that a change in leadership due to internal conflicts within the leadership, regardless of the masses below, is sometimes referred to as a palace revolution figuratively.
