370-413 He was the bishop of Ptolemais, a city in Cyrenaica (present-day eastern Libya) in North Africa. Born to a noble family in Cyrene, the center of the Pentapolis region (Libya Superior), he studied rhetoric and Neoplatonic philosophy under the female philosopher Hypatia in Alexandria, then returned to his estate to spend his days reading and hunting. In 399 he was sent to Constantinople to petition for tax reduction in Libya, and, with the help of a leading anti-Germanic figure, he delivered a speech on monarchy before Emperor Arcadius.
