Vice-Minister - Jimu Jikan
A general-grade national civil servant who assists the ministers who are the heads of each ministry, as well as the Chief Cabinet Secretary and Ministers of State for Special Missions in the Cabinet Office, organizes the affairs of the ministry or office, and oversees the affairs of each bureau and organization. Based on the National Government Organization Act and the Cabinet Office Establishment Act, one vice-minister is placed in each ministry and Cabinet Office, and is appointed by each minister and the Chief Cabinet Secretary. Unlike Vice-Ministers and Parliamentary Vice-Ministers, who are mainly members of the Diet and whose duties are shared with the Cabinet, the top bureaucrats take on the position and oversee the affairs under them. The Reconstruction Agency, which was established in 2011 under the Basic Act for Reconstruction in Response to the Great East Japan Earthquake, also has a vice-minister.
