This refers to the form of local sports by people who have become aware of civic consciousness. Civic consciousness can only be established with the emergence of individuals who are independent from the community, both as an entity and as an emotion, that is, as "citizens." Civic sports are thought to be realized by subjective individuals who have become aware of this kind of civic consciousness, particularly through civic movements that see sports in relation to life and establish the various rights of citizens (freedom, equality, right to life). 市民意識に目覚めた人々による地域スポーツのあり方をさす。市民意識は,存在としても,感情としても,共同体から独立した個人,すなわち〈市民〉の発生によって初めて成立する。市民スポーツは,このような市民意識に目覚めた主体的個々人によって,とくにスポーツを生活との関連でとらえて,市民としての諸権利(自由,平等,生存権)を確立する市民運動によって具体化されると考えられる。日本のこれまでのスポーツは,国の主導による〈上から〉のスポーツの傾向が強かった。
