The trading laws of Nagasaki trade in the early Edo period from 1672 to 1684 (Kanbun 12 to Jokyo 1). At the time, they were called the City Law, Cargo Trade Law, and Cargo Specification Law. Reflecting on the soaring import costs and the outflow of silver caused by the auctions of the time of the relative trade law, under the leadership of Nagasaki magistrate Ushigome Tadazaemon, (1) over 6,600 people looking to trade from the five directly controlled cities (Sakai, Kyoto, Nagasaki, Edo, and Osaka) and other parts of the western part of the country were organized into city-law traders, with each person's stock price determined based on their track record and assets, (2) at the traders' offices, senior retainers and experts appraised the goods and purchased them from foreigners at the Japanese "asking price" approved by the magistrate, which was then paid to the city-law merchants at a bid within the stock price, (3) the enormous profits, after deducting fees and Nagasaki subsidies, were distributed to all city-law merchants in proportion to their stock prices, and (4) however, one-third of the profits from the Chinese ship trade were distributed to each town in Nagasaki.
