[Enemy Aliens during Wartime]
As of the end of 1941, there were 29,326 foreigners in Japan, but with the outbreak of the war, restrictions on travel and residence were imposed on them, and many of them were later interned in internment camps in Kitaashigara Village, Kanagawa Prefecture (now Minamiashigara City) and Karuizawa, Nagano Prefecture. Japanese Americans 2,353 people were forcibly interned in 10 camps called "relocation centers (camps)" under President F. Roosevelt's Executive Order No. 9066 issued on February 19, 1942. Many of them lost their property, and from February 1943, men over the age of 17 were subjected to a loyalty test to determine whether they would join the U.S. military and whether they would be loyal to the United States.
