When a company scales back or discontinues its current business and starts a different business instead. The purpose of business conversion is to find a way forward by switching to another promising business when current business activities are hindered and the future outlook is bleak. Small and medium-sized enterprises are often inferior to large enterprises in terms of human resources, financial resources, and information gathering and analysis, making business conversion difficult, so measures have been taken to comprehensively support the business conversion of small and medium-sized enterprises. This is the Small and Medium-sized Enterprise Business Conversion Measures Temporary Measures Act, which was promulgated and put into effect in 1976.

企業が現在営んでいる事業を縮小または廃止して，その代りに他の異なる事業を始めること。事業転換の目的は，現在の事業活動に支障が生じ，将来の見通しも暗いときに，他の有望な事業へ乗り換えることによって活路を見いだすことにある。中小企業は大企業に比べて人材，資金力，情報収集･分析等の点で劣っている場合が多く，事業転換も難しいために，中小企業の事業転換を総合的に支援する措置がとられている。1976年に公布，施行された〈中小企業事業転換対策臨時措置法〉がそれである。
