It was an official title in the Yamato Imperial Court, and later became a family name. Its origin is "Fumihito (writer)". Most of the 69 clans with the surname Shi were naturalized clans, and served the Imperial Court with their skills in writing and calculation. After the Yuryaku Dynasty in the late 5th century, when the Imperial Court's organization was expanded, they played an active role in the fields of diplomacy and finance, and from around the middle of the 6th century, the title changed to a family name. Later, Tanabe Nofuhito also participated in the compilation of the Taiho Code, and made a great contribution. In 757 (Tenpyo Houji 1), the name was changed to Bitou to avoid using the given name (real name) of Fujiwara no Fuhito, but it was restored to its original name in 770 (Hōki 1).
