In 1953, during a mining recession, a labor strike broke out at Mitsui Mining (with approximately 57,000 employees) over personnel reductions (6,739 people). After a 113-day strike, Sankoren (the National Federation of Mitsui Coal Mining Workers' Unions) scrapped the personnel reduction plan and achieved a complete victory. The factors behind the union's victory included (1) the fact that it waged a mass struggle through strengthening workplace and local organizations and forming a coalition women's association (Tanfu Kyo), (2) the fact that it did not call for an indefinite general strike, but instead adopted flexible tactics such as the most effective safety compliance struggle at the time and partial strikes, (3) the fact that it was able to cooperate well with the staff union (a union organized only by job rank) and that the union did not split up, and (4) the union's "determination to go it alone."
