During his time at Al-Azhar University, he was influenced by the thinkers of the time, Afghani and Muhammad Abduh. He later established himself as a lawyer and civil servant, and as a capable bureaucrat under the British occupation, he was appointed Minister of Education in 1906 and Minister of Justice in 1912. Zaghloul, who saw in the British occupation a certain effectiveness in modernizing Egypt and curbing the tyranny of the Kheddi (viceroys) of the Muhammad Ali dynasty, resigned from his official position after 1913 and leaned towards the anti-British nationalism.
